Commission on Graduates of Foreign Nursing Schools (CGFNS)

Commission on Graduates of Foreign Nursing Schools which governs procedures for foreign educated nurses seeking employment in the U.S.

The Commission on Graduates of Foreign Nursing Schools (CGFNS) is a non-profit, internationally recognized leader in the education, registration and licensure of healthcare professionals worldwide. CGFNS protects the public in relation to evolving healthcare policies and standards of professional practice for migrating healthcare professionals.

The Commission on Graduates of Foreign Nursing Schools (CGFNS) is currently made up of four divisions, which administer seven services and a growing number of publications and products. CGFNS and its divisions are leaders in the credentialing of international healthcare professionals’ education and registration/licensure, as well as the credentialing of international educational standards for any profession through its division, the International Consultants of Delaware, Inc.

CGFNS, itself, administers the Certification Program and the Credentials Evaluation Service. The Certification Program (CP) is designed specifically for first-level, general nurses educated outside the United States who wish to pursue a career in the U.S. as registered nurses. The program is comprised of three parts: a credentials review of the nurse ’s education, registration and licensure; the CGFNS Qualifying Exam testing nursing knowledge; and an English language proficiency exam. After successfully completing all three parts of the Certification Program, an applicant is awarded a CGFNS Certificate.

The Credentials Evaluation Service (CES) analyzes international credentials in terms of how they compare with U.S. standards and expectations of multiple types and levels of healthcare professionals educated outside of the U.S., or with an international educational background. This objective evaluation carefully assesses documents received from source agencies, verifying and appraising an applicants educational and registration/licensure credentials. The resulting report serves as a valuable tool for regulatory/licensing agencies, specialty certification authorities, academic institutions, immigration attorneys, prospective employers and others. The service provides two levels of report from which to choose.

The International Consulting and Educational Service (ICE) is a recently created division of CGFNS.  Committed to excellence and quality in the healthcare arena, ICE was established to assist those in need of customized information on international standards, education and licensure/registration for healthcare professions around the world. More than just a database, ICE is a team of experts that can answer questions and provide valuable information and recommendations to universities, hospitals, employers, healthcare industry boards and other organizations when an independent, experienced opinion is needed. ICE provides the following three services: Independent Credentials Evaluation; Standards Committee Formation; and Healthcare Speakers’ Bureau.

The International Commission on Healthcare Professions (ICHP), another division of CGFNS, administers VisaScreen™: Visa Credentials Assessment. U.S. immigration law now requires that healthcare professionals, other than physicians, complete a screening program in order to qualify for certain occupational visas. VisaScreen™ enables healthcare professionals to meet this requirement by verifying and evaluating their credentials to ensure that they meet the government ’s minimum eligibility standards. Applicants who successfully complete VisaScreen™ receive a VisaScreen™ Certificate.

The International Consultants of Delaware, Inc. (ICD), is the newest division of CGFNS added in 2000. Established in 1977, ICD is a credentialing agency that evaluates foreign educational documents and provides their U.S. equivalents. These equivalents are used to assist individuals in obtaining additional education, employment and immigration visas, as well as licensing and certification for healthcare professionals. ICD provides two types of reports of the educational equivalence of foreign credentials, such as transcripts, diplomas, degrees and certificates.

In addition to the various services that CGFNS and its divisions administer, CGFNS offers numerous study aides, resource publications, and products available for healthcare professionals.
